Study of Foreign Nationals and Stateless Persons at Odesa National Technological University
Odesa was founded over 200 years ago on the Black Sea coast and is one of the most beautiful cities on the seaside, a maritime and continental crossroads, and a tourist and commercial centre of Ukraine. Since the foundation of Odesa in the late 18th century, the best architects from France, Italy, Holland, and other countries have participated in its development.
Odesa National Technological University (hereinafter referred to as ONTU) is one of Ukraine's higher education institutions with more than a century of history, which trains professionals and researchers for industries in demand in many countries. Among them are various sectors of the food industry, which is now one of the most important sectors of any country's economy, as well as tourism, hotel and restaurant business, various areas of information technology, refrigeration and cryogenic technology, heat power engineering, thermal physics, unconventional and renewable energy sources, oil and gas industry, ecology, economics, marketing, and so on.
ONTU is a Higher Educational Institution of the IV Accreditation Level, i.e. the highest level of accreditation, and in 2002 it was awarded the title of a National University for its high results in training specialists for Ukraine and many countries of the world. Currently, the University trains professionals in 22 specialties at 10 faculties.
ONTU has been training foreign specialists since 1951. Nowadays, according to a Licence granted by the Ministry of Education and Science of Ukraine (hereinafter referred to as the Ministry of Education and Science of Ukraine), the University enrols foreign citizens to study at the Preparatory Department, basic Faculties under the programs for a Bachelor's and Master's degrees.
The knowledge gained by foreign citizens at the Preparatory Department of ONTU allows them to successfully study at the Faculties of our University.
2. Procedure for Admission Foreign Nationals
and Stateless Persons to Study at ONTU
2.1 This Procedure was introduced by Order No. 1541 of the Ministry of Education and Science of Ukraine dated 01 November 2013 (as amended) to set forth a procedure for enrollment and training (traineeship) of any foreigners and stateless persons (hereinafter referred to as the foreign nationals) in the higher educational institutions of Ukraine regardless of their legal status and departmental jurisdiction.
2.2 Admission of foreigners to study at ONTU shall be carried out under the international treaties and public programmes of Ukraine on the basis of the above Order of the Ministry of Education and Science of Ukraine in the manner prescribed by these treaties and programmes, as well as under agreements concluded by ONTU with any legal entities or individuals.
2.3 A foreign national may enter ONTU for full-time or part-time study on the basis of academic rights and entitlements granted by a document of education obtained by him/her in a country of its origin.
2.4 ONTU shall enroll foreign nationals for study through any business entities (residents and non-residents) that have relevant agreements with the University for the provision of services for the admission of foreign nationals for study which are registered with the Ukrainian Public Centre for International Education under the Ministry of Eduaction and Science of Ukraine.
2.5 A foreign national who desires to enter ONTU for a full-time or part-time study shall receive a Letter of Invitation, which serves as the grounds for obtaining a long-term entry visa "D", and when crossing the state border of Ukraine (upon entry) he/she shall confirm his/her purpose of arrival in Ukraine (i.e., study).
2.6 To obtain an entry visa, a foreign national must submit a Letter of Invitation received by him/her to the Embassy (Consulate) of Ukraine in his/her home country, or, if there is no such Embassy, in any other country representing the interests of Ukraine.
2.7 Obtaining an entry visa type "D" at a Ukrainian Embassy (Consulate) shall be mandatory for foreign nationals of any countries maintaining a visa regime with Ukraine, as well as for citizens of the following countries: Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, and Turkmenistan.
2.8 For nationals of such countries as Azerbaijan, Armenia, Georgia, Moldova, and Uzbekistan a foreign applicant shall only receive a Letter of Invitation for study.Citizens of the Russian Federation and the Republic of Belarus who do not have a permanent (temporary) residence permit in Ukraine shall be admitted to study by an individual permission of the Ministry of Education and Science of Ukraine on a case-by-case basis.
2.9 When crossing the state border of Ukraine, a foreign national invited to study at the University shall inform the Officers of the Border Guard Service of Ukraine about the purpose of his/her arrival (study) and produce a Letter of Invitation for study at ONTU.
2.10 In order to be eligible for a Letter of Invitation, a foreign national shall submit documents as follows:
- a scanned copy of his/her national passport;
- a scanned copy of his/her document of education containing marks (points) obtained in all subjects or an academic transcript;
- his/her consent for gathering and processing of his/her personal data;
2.11 When a Letter of Invitation and a type D visa have been received, an applicant shall inform the University or a related business entity of the time and place of his/her crossing the border of Ukraine.
2.12 After arriving in Ukraine for enrollment at the University, a foreign national shall submit the following documents to the Admissions Committee of ONTU:
1) an application;
2) a document of education (an original and a copy) certifying a previous level of education (or qualification) achieved and serving as the grounds for admission;
3) a graduate transcript (an original and a copy) to a document of education certifying a previous level of education (or qualification) achieved and serving as the grounds for admission (if any);
4) an academic transcript (statement of marks) issued by a foreign/ Ukrainian educational institution (in case of a transfer or or renewal of studies starting from a second year of study, an academic transcript shall be attached);
5) an original and a copy of a document containing information on the contents of a curriculum for a previous degree (level) of higher education, credits obtained, duration of study and academic performance in subjects (provided that this information is not stated in a graduate transcript), when joining a course of study for a Master's degree, if the absence of any such information makes it impossible to recognise a qualification or level of education acquired under a document of education;
6) a health insurance policy, unless otherwise provided by the international treaties of Ukraine (this provision is only applicable to the full-time mode of study);
7) a copy of a foreign national’s passport or a stateless person’s identity document;
8) 6 photographs, size: 30 x 40 mm, on matte paper;
9) a copy of a Foreigner of Ukrainian Origin’s ID Card (if available).
Documents mentioned in paragraphs 2 to 5 and 7 of Cl. 2.12 shall be translated into Ukrainian and the translations shall be notarised.
Documents mentioned in paragraphs 2 to 5 of Cl. 2.12 may be certified in countries where there have been issued, in a manner officially applied in any such country for such kind of certification and then legalised by a relevant foreign institution of Ukraine unless otherwise is provided for by the international treaties of Ukraine.
2.13 Enrollment for study to acquire a higher education at the appropriate level of higher education shall be carried out on the basis of the results of entrance examinations and on the basis of their academic rights to continue studying provided by an applicant’s documents of a level of education acquired in his/her country of origin, and taking into account an applicant’s quality points that give the right to continue studying at a next level of higher education in accordance with the laws of a country that has issued a respective document of degree acquired.
2.14 Foreign nationals for whom the Admissions Committee of ONTU has established the requirement for learning Ukrainian prior to their admission to the Faculties, shall undergo such course of learning at the Preparatory Department (hereinafter referred to as the PD), in a full-time mode of study only (using the distance learning technologies).
2.15 A foreign national shall be enrolled at ONTU by an Order of the Rector.
2.16 All foreign citizens enrolled for full-time study shall be issued Student Cards executed according to the national standard.
2.17 Payment for the educational services provided by the University (at the Preparatory Department and Faculties) shall be effected under respective agreements (contracts) at the expense of individuals or legal entities, unless otherwise is set forth by the international treaties of Ukraine or any agreements for international academic mobility concluded between higher educational institutions.
2.18 Educational documents of any foreign nationals enrolled at ONTU that were previously issued by educational institutions of any foreign countries shall undergo the procedure of recognition in Ukraine in accordance with the law. Employees of the Centre for International Activities of ONTU shall provide an advisory assistance to foreign applicants in passing this procedure in the Ministry of Education and Science of Ukraine. In the absence of confirmation of the authenticity of a document of education or the inconsistency of a level of education received, the University will expel such foreign national.
2.19 The University shall provide registration of all foreign nationals enrolled for study in Ukraine in accordance with the procedure established by law, which includes the issuance of temporary residence permits (or provisional permits for residence).
3. Entry of Foreign Nationals and Stateless Persons to Ukraine,
Submission of Documents to ONTU
3.1 In order to arrive in Ukraine to study at ONTU, all categories of applicants shall submit the documents mentioned in Cl. 2.10 to the University (or a business entity) in advance to receive a Letter of Invitation for study. A Letter of Invitation for study shall be valid for 1 year. After expiry of a Letter of Invitation for study, an applicant may not enter Ukraine.
3.2 An applicant shall appear at the University not later than any of the terms mentioned herein below:
3.2.1 A foreign national who has been admitted to study at the Preparatory Department may arrive in Ukraine for study at the University throughout one year. To enter Ukraine, an applicant needs to have an entry student visa type "D" and an original Letter of Invitation (for all categories of foreign nationals).
3.2.2Applicants enrolling for full-time and part-time study should appear at ONTU within the period from 01 July till 30 November 2023.
3.3 Upon arrival, applicants who desire to be admitted for study on a contractual basis shall pass entrance examinations, provide all necessary documents, conclude a contract for the provision of paid educational services with the University and make payment. To this effect, all documents shall be submitted to the Admissions Committee for enrolment at the University.
3.4 For any foreign citizens who are members of the Ukrainian diaspora who are sent to study by the Ministry of Education and Science of Ukraine, admission to the University shall depend on the results of entrance examinations to be held from 20 July till 30 July 2023. For this category of foreign nationals, their personal documents (i.e., the above mentioned ones and a referral from the Ministry of Education and Science of Ukraine) shall be submitted to the Admissions Committee of the University by 20 July 2023.
3.5 All applicants are advised to contact Ms. Svitlana Mykolaivna TODOROVA, Director of the Centre for International Activities of ONTU, in advance to clarify any issues that may be unclear and specify the deadlines for submitting documents, conducting entrance examinations, enrolment, etc. (please, see the Section “Our Address and Contacts”).
4. Study at the Preparatory Department
All foreign nationals studying at ONTU will commence their study at the Preparatory Department for Foreign Nationals under the guidance of the Centre of International Activity (hereinafter referred to as the PDFN under the CIA).
4.1 Duration of a course of study provided by the PDFN under the CIA for all foreign nationals shall be 10 (admission being conducted throughout a year) upon recommendation of the Ministry of Education and Science of Ukraine and in the following fields of study:
- Mathematics;

- the Humanities;

Upon a successful completion of a course provided by the PDFN under the CIA, applicants shall be issued a Certificate of Completion of Preparatory Course of Training according to a state-recognised standard and shall be entitled to enrol at the University for study under any chosen educational programs.
4.2 Study at ONTU is carried out at 10 Faculties under a multi-level system (for a Bachelor's and Master's degrees).
5. Duration of Study
5.1 The following periods of study are set for students of the Preparatory Department and students of ONTU:
10 months for students of the Preparatory Department for Foreign Nationals under the CIA (a full-time mode of study only);
For students with a full-time mode of study:
- 4 years for a BACHELOR’s degree;
- 1 year and 4 months for a MASTER’s degree;
For students with a part-time mode of study:
- 4 years for a BACHELOR’s degree;
- 1 year and 4 months for a MASTER’s degree.
5.2 During their studies, vacations shall be provided for students in accordance with the schedule of the educational process, as well as days off and public holidays during any religious and national holidays.
5.3 Upon completion of the full course of studies, graduates will be issued Diplomas of Degree according to the national standard established by the Ministry of Education and Science of Ukraine.
6. Accommodation of Foreign Nationals and Stateless Persons
in Student Dormitories of ONTU
For the entire period of their study, all foreign nationals shall be provided with a place in one of the Student Dormitories of the University. There are 2- and 3-bed rooms with a separate bathroom, fully fitted up and furnished. The cost of accommodation is UAH 540 per month.
