  Education of Foreign Citizens and Stateless Persons at the Odesa National University of Technology  


 


 

Odesa was founded more than 200 years ago on the Black Sea coast and is one of the most beautiful cities on the Black Sea coast, a maritime and continental crossroads, a tourist and commercial center of Ukraine. Since the founding of Odesa at the end of the 18th century, the best architects from France, Italy, Holland, and other countries participated in its construction.

The Odesa National University of Technology (hereinafter - ONUT) is one of the higher education institutions of Ukraine with a history spanning over a century, preparing specialists and scientific personnel for industries in demand by the economies of many countries around the world. These include various sectors of the food industry, which are currently one of the most important sectors of the economy of any country, as well as tourism, the hotel and restaurant business, various areas of information technology, refrigeration and cryogenic technology, thermal power engineering, thermophysics, non-traditional and renewable energy sources, the oil and gas industry, ecology, economics, marketing, and so on.

 

ONUT is a higher education institution of the IVth, i.e., the highest level of accreditation, and in 2002, for its high achievements in training specialists for Ukraine and many countries worldwide, it was awarded the title of National. Currently, the university trains specialists in 22 specialties across 6 Educational and Scientific Institutes (ESI).

ONUT has been training foreign specialists since 1951. Currently, according to the license issued by the Ministry of Education and Science of Ukraine (hereinafter - MES of Ukraine), the university admits foreign citizens for study at the preparatory department, basic faculties at the "Bachelor" and "Master" degrees.

The knowledge gained by foreign citizens at the preparatory department of ONUT allows them to successfully continue their studies at the Educational and Scientific Institutes of our university.

 

2. Procedure for Admission of Foreign Citizens
and Stateless Persons to Study at ONU


2.1 . Admission to higher education institutions for foreigners and stateless persons is carried out in accordance with the Laws of Ukraine "On Higher Education," "On the Legal Status of Foreigners and Stateless Persons," "On Foreign Ukrainians," "On Refugees and Persons in Need of Additional or Temporary Protection," "On Establishing Additional Legal and Social Guarantees for Citizens of the Republic of Poland Staying in Ukraine"; Resolution of the Cabinet of Ministers of Ukraine dated September 12, 2018, No. 729 "Issues of Obtaining Higher Education by Certain Categories of Persons"; the Procedure for Organizing Admission to Vocational (Professional-Technical), Professional Pre-Higher, Higher Education Institutions of Ukraine and Training (Internship) of Foreigners and Stateless Persons Using the Unified Interdepartmental Information System of Ukraine for Foreigners and Stateless Persons Wishing to Study at Vocational (Professional-Technical), Professional Pre-Higher, Higher Education Institutions of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine dated June 28, 2024, No. 758; Order of the Ministry of Education and Science of Ukraine dated November 1, 2013, No. 1541 "Some Issues of Organizing the Enrollment and Training (Internship) of Foreigners and Stateless Persons," registered with the Ministry of Justice of Ukraine on November 25, 2013, under No. 2004/24536; Order of the Ministry of Education and Science of Ukraine dated December 2, 2019, No. 1498 "On Approval of the Procedure for Establishing Quotas for Obtaining Higher Education by Foreigners and Stateless Persons within the Scope of the State Order in Accordance with International Treaties of Ukraine," registered with the Ministry of Justice of Ukraine on February 10, 2020, under No. 153/34436.  

 

 

Citizens of the Russian Federation, the Islamic Republic of Iran, the Republic of Belarus, and the Democratic People's Republic of Korea who do not have a permanent residence permit in Ukraine are admitted to study with an individual permit from the Ministry of Education and Science of Ukraine.

  

 

 

2.3. Foreign citizens can enroll in ONUT for full-time or part-time study based on academic rights granted by a do*****ent of the obtained level of education in their country of origin.

2.4. Admission of foreigners for study can be conducted in person and/or remotely. Enrollment of foreigners for study is carried out using the Unified Interdepartmental Information System of Ukraine for Foreigners and Stateless Persons Wishing to Study at Vocational (Professional-Technical), Professional Pre-Higher, Higher Education Institutions of Ukraine (hereinafter - the Unified System). <-block>https://apply.studyinukraine.gov.ua/home. The validity period of the electronic invitation to study issued through the Unified System is no more than six months from the date of application of the electronic qualified seal of the vocational (professional-technical), professional pre-higher, higher education institution or the qualified electronic signature of the authorized person of the vocational (professional-technical), professional pre-higher, higher education institution.

 

2.5. Foreign citizens entering ONUT for full-time or part-time study must obtain an Electronic Invitation to Study, which is the basis for obtaining a long-term entry visa "D," and upon crossing the state border of Ukraine (entry), confirms the purpose of arrival in Ukraine (for study).

2.6. To obtain an entry visa, a foreign citizen must apply with the Electronic Invitation to the embassy (consulate) of Ukraine in their home country, or, in its absence, in another country representing the interests of Ukraine.

2.7. Obtaining an entry visa of type "D" at the embassies (consulates) of Ukraine is mandatory for foreign citizens of countries with a visa regime with Ukraine, as well as for citizens of the following countries: Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Republic of Turkmenistan.  

2.8. For the countries: Azerbaijan, Armenia, Georgia, Moldova, Uzbekistan, only an Invitation to Study is required. Citizens of the Russian Federation and the Republic of Belarus who do not have a permanent (temporary) residence permit in Ukraine are admitted to study with an individual permit from the Ministry of Education and Science of Ukraine.  

2.9. When crossing the state border of Ukraine, foreign citizens invited to the university are obliged to inform the employees of the State Border Guard Service of Ukraine about the purpose of their arrival (study).

2.10. To obtain an Invitation, a foreign citizen must submit the following do*****ents:

  • A scanned copy of the national passport;
  • A scanned copy of the education do*****ent with received grades (scores) in all subjects or an academic transcript;
  • Consent to the collection and processing of personal data.

2.11. Upon arrival in Ukraine for enrollment in the university, a foreign citizen submits the following do*****ents to the admissions committee of ONUT:

  1. Application;
  2. Do*****ent (original and its copy) of previously obtained educational (educational-qualification) level, on the basis of which admission is carried out;
  3. Appendix (original and its copy) to the do*****ent of previously obtained educational (educational-qualification) level, on the basis of which admission is carried out (if available);
  4. Academic transcript issued by a foreign/Ukrainian educational institution (in case of transfer or reinstatement to study, starting from the second year, an academic transcript is attached);  
  5. Original and copy of the do*****ent containing information about the content of the curriculum for the previous level of higher education, received credits, duration of study, and academic performance in academic disciplines (if this information is not available in the appendix to the education do*****ent), when applying for a Master's degree, if the absence of this information makes it impossible to recognize the qualification based on the do*****ent;  
  6. Medical insurance policy, unless otherwise provided by international treaties of Ukraine (applies only to full-time study);
  7. Copy of the passport do*****ent of the foreign citizen or a do*****ent certifying the identity of a stateless person;
  8. 6 photographs of size 30 x 40 mm on matte photo paper;
  9. Copy of the certificate of a foreign Ukrainian (if available). Do*****ents (2-5 and 7) of clause 2.11 must be translated into Ukrainian with notarized translation. Do*****ents (2-5) of clause 2.11 must be certified in the country of their issuance in the manner officially applied in that country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international treaties of Ukraine.  

2.12. Enrollment for higher education at the appropriate level of higher education is carried out based on the results of entrance examinations and on the basis of academic rights to continue education, granted by a do*****ent of the obtained level of education in their country of origin, and taking into account the academic performance scores that give the right to continue education at the next level of higher education in accordance with the legislation of the country that issued the do*****ent of the obtained level of education.  

2.13. Foreign citizens for whom the admissions committee of ONUT has established the need for language training before entering the ESI undergo this training at the preparatory department (hereinafter - PD) only in full-time form (using distance learning technologies).

2.14. Enrollment of foreign citizens in ONUT is carried out by order of the rector.

2.15. All enrolled foreign citizens for full-time study are issued student ID cards of the state standard.

2.16. Payment for educational services at the university (at the preparatory department, institutes) is carried out under agreements (contracts) at the expense of individuals or legal entities, unless otherwise provided by international treaties of Ukraine or agreements between higher education institutions on international academic mobility.  

2.17. Educational do*****ents of foreign citizens enrolled for study at ONUT and issued earlier by educational institutions of other countries must undergo the recognition procedure in Ukraine in accordance with the legislation. Employees of the Center for International Activities of ONUT provide advisory assistance to foreign applicants in completing this procedure at the MES of Ukraine. In case of lack of confirmation of the authenticity of the education do*****ent or discrepancy in the level of education obtained, the university expels this foreign citizen.

2.18. The university ensures the registration of foreign citizens admitted for study in Ukraine in the manner prescribed by law, with the issuance of temporary residence permits.

3. Entry of Foreign Citizens and Stateless Persons into Ukraine, Submission of Do*****ents to ONUT

3.1. Applicants must arrive at the university no later than the deadlines indicated below: 3.1.1. Foreign citizens entering the preparatory department can arrive at the University for study throughout the year. 3.1.2. Applicants for full-time and part-time study must arrive at ONUT from July 1 to October 30, 2025.

3.2. Upon arrival, applicants entering for study on a contractual basis must pass entrance examinations, submit all necessary do*****ents, conclude an agreement on the provision of paid educational services with the university, and make payment. After that, the do*****ents are submitted to the Admissions Committee for enrollment in the university.

3.3. For foreign citizens of the Ukrainian diaspora, directed for study by the MES of Ukraine, enrollment in the university is carried out based on the results of entrance examinations from July 20 to July 30, 2025. For this category of foreign citizens, personal do*****ents (specified above and the referral from the MES of Ukraine) must be submitted to the university admissions committee by July 20, 2025.

3.4. All applicants are recommended to contact the director of the Center for International Activities of ONUT - TODOROVA Svitlana Mykolaivna - in advance to clarify issues, specify deadlines for submitting do*****ents, conducting entrance examinations, enrollment, and so on (see the "Our Address and Contacts" section).

4. Study at the Preparatory Department

The education of foreign citizens at ONUT is carried out at the preparatory department for foreign citizens of the center for international activities (hereinafter - PDFC CIA).

4.1. At the PDFC CIA, foreign citizens are prepared for 10 months (enrollment is carried out throughout the year) in accordance with the recommendations of the MES of Ukraine in the following areas:

  • Mathematics;
  • Physics;
  • Mechanics;
  • Engineering and technical sciences;
  • Medical and biological sciences;
  • Humanities;
  • Economic sciences;
  • Chemistry;
  • Psychology;
  • Physical culture and sports;  
  • Agricultural sciences.

After successful completion of the PDFC CIA, graduates receive a certificate of completion of the PDFC of the established form and have the right to enter the university for the chosen educational programs and specialties.

4.2. Education at ONUT is carried out in 6 Educational and Scientific Institutes according to a multi-level system (Bachelor, Master).

5. Duration of Study

5.1. For students of the preparatory department for foreign citizens of the CIA - 10 months (full-time study only); For full-time students:

  • Bachelor's degree - 4 years;
  • Master's degree - 1 year and 4 months;

For part-time students:

  • Bachelor's degree - 4 years;
  • Master's degree - 1 year and 4 months;

5.2. During their studies, students are granted holidays according to the academic schedule, as well as weekends and holidays during religious and national holidays.

5.3. Upon completion of studies, graduates receive diplomas (certificates) of the form established by the Ministry of Education and Science of Ukraine.

6. Accommodation of Foreign Citizens and Stateless Persons in ONUT Dormitories

For the entire period of study, foreign citizens are provided with a place in the university student dormitory. There are equipped and furnished 2-3 bed rooms with a separate bathroom. The cost of accommodation is 740 UAH per month.
